CONSTITUTION

OF THE

COUNCIL OF PROFESSORS OF INSTRUCTIONAL SUPERVISION

 

 

ARTICLE I

NAME

The name of the organization shall be the Council of Professors of Instructional Supervision hereafter referred to in this constitution as the Council.

 

ARTICLE II

PURPOSES

The purpose of the Council are:

(1) To provide a professional forum for consideration, discussion, review, and/or critique of proposals, propositions, and projections regarding supervision of instruction.

  1. To stimulate communication, cooperation, and coordination among professor of instructional supervision.
  2. To give continuing attention to the improvement of the theory and practice of supervision.
  3. To develop and publish manuscripts on current research, theory, and practice in supervision of instruction.
  4. To maintain interest in, recognition of, and support for the field of instructional supervision.

 

ARTICLE III

MEMBERSHIP

Section 1

Membership shall be limited to faculty who have a strong and continuing interest and performance in the study and practice of instructional supervision.

Section 2

Names of proposed members shall be submitted to a membership committee which shall review credentials, recommend those qualified for membership, and present a ballot of qualified proposed members to the membership prior to the annual meeting. Criteria for membership shall include one or more of the following:

    1. Teaching graduate level courses in supervision of instruction.
    2. Directing research on processes, roles, functions or practices in supervision.
    3. Serving as a consultant, advisor, writer, designer, or otherwise serving to promote instructional supervision as professional practice.

Section 3

The total membership shall not exceed one hundred.

Section 4

Each member must attend one out of the four meetings held during every two-year period in order to maintain membership in COPIS.

Members who are admitted to the International or Retired status are exempt from the one-in-four meeting attendance requirement.

Members who are admitted to Retired Status are not required to pay membership dues.

Members who do not pay dues for three consecutive years will be automatically removed from the membership roster.

 

 

ARTICLE IV

FINANCES

Section 1

Dues shall be levied by action of the general membership at its annual meeting.

Section 2

Dues shall remain unchanged except by a majority vote of those present at the annual meeting.

Section 3

The financial year shall be from January 1- December 31.

 

ARTICLE V

OFFICERS

Section 1

The officers of the Council shall be a chairperson and a secretary-treasurer.

Section 2

The Chairperson shall be elected at the annual meeting of the Council and shall hold office for a one-year term. The secretary-treasurer shall be elected at the annual meeting of the Counciland shall hold office for a two year term.

Section 3

It shall be the duty of the chairperson to direct the business of the Council and to preside over all meetings of the Council.

Section 4

It shall be the duty of the secretary-treasurer to keep a correct written report of the proceedings of all meetings of the Council to conduct correspondence as appropriate, and to maintain a roster of members.

The secretary-treasurer will also receive dues and other monies paid to the Council, disburse funds in accordance with an adopted budget and action taken by the Council, keep a record of receipts and disbursements, establish and maintain a bank account in the name of the Council, and report on the financial condition of the Councilat each annual meeting.

 

 

ARTICLE VI

MEETINGS

 

Section 1

The Council shall hold an annual meeting in conjunction with the annual conference of the Association of Supervision and Curriculum Development.

Section 2

Special meetings of the Council may be called by the chairperson or by a majority of the membership.

Section 3

Twenty members shall constitute a quorum for the transaction of business.

 

ARTICLE VII

COMMITTEES

Section 1

The following standing committees shall be appointed at the annual meeting.

    1. Program Committee to plan the program for the next annual meeting.
    2. Membership Committee to carry out the functions described in Article III.
    3. Supervisory Practices Committee to consider ways of improving supervisory practices.
    4. Publications Committee to review and recommend materials for publication.
    5. Nominations Committee to prepare a slate of officers for the next annual election.

Section 2

Ad hoc committee may be directed by a vote of the membership or appointed by the chairperson.

 

ARTICLE VIII

PARLIAMENTARY AUTHORITY

 

Roberts Rules of Order Newly Revised shall govern all parliamentary procedures of the Council.

 

ARTICLE IX

DISSOLUTION

 

Upon dissolution of the Council after payment of all outstanding accounts, all remaining monies shall be transferred to the Association for Supervision and Curriculum Development.

 

 

ARTICLE X

GRADUATE STUDENT NETWORK

 

Section 1- Directory

Each year the secretary-treasurer or designee will send a graduate student information survey to all COPIS members which can be duplicated and given to appropriate graduate students for completion. The individual will then compile a graduate student directory from the returned surveys and mail this directory to all who responded to the survey.

Section 2 - Graduate Student Meeting

Each year during the Fall conference, a designed time and space will be provided to allow graduate students in attendance at the conference to meet together as a group. The facilitator for this meeting will be a gradate student from the institution which is acting as host for the conference.

 

ARTICLE IX

AMENDMENTS

 

Section 1

All proposals for amendments shall be submitted in writing to the membership at its annual meeting.

Section 2

A majority vote of those present shall constitute the adoption of the amendment.
